Revision of Appointments, Promotion and Tenure Documents

We will likely complete the process of revising department, school, and
college appointments, promotion, and tenure documents this summer. On June
5, I will provide a final update on this revision process to the University
Senate. The document prepared for that meeting can be found at the

This document:
- places the current rule revisions in the context of nearly 16 years
of efforts to improve promotion and tenure policies and procedures;
- discusses issues associated with the A,P&T document revision
process;
- provides a June 1, 1999 status report on the revision of A,P&T
documents;
- addresses the recent controversy over whether A,P&T documents should
establish criteria for departmental citizenship.
End of good citizenship requirement
Language in the prototype outline regarding the importance of good
departmental citizenship has become controversial because there are
differing, and sometimes strongly held, views among departments and colleges
regarding the appropriateness of addressing citizenship, collegiality, or
equivalent concepts in promotion and tenure documents. OAA does not require
language about citizenship or collegiality in documents and neither its
presence nor absence has been a focus of the OAA review of documents nor a
basis for any comments sent back to departments on reviewed documents.
Any department that included content on citizenship, regardless of what form
it takes, that did not want this content and included it solely in the
belief that OAA required it, may remove it at its earliest convenience. At
the same time, this statement should not be taken to infringe on the freedom
of departments and colleges to articulate expectations in this domain if
they wish.
