Minutes of the Executive Council Meeting # 2 - July 4, 2000, Canela, Brazil

Attending members (13):

Absent Members (7): James Conrad (Council Executive Secretary), María Ligatto, Amarnath Kshatriya, Victor Latorre, Jorge Antillón, Irene Aguilar, Ernesto Martinez.

1) The election for the new members of the Council is done:

a) Should Leda Roldán of Costa Rica join the Council? Yes: 13 No: 0 Abstaining: 0

b) Should Colombia have second member for the Council? Yes: 13 No: 0 Abstaining: 0

c) Should María Mercedes Ayala be the 2º member from Colombia? Yes: 13 No: 0 Abstaining: 0

d) The 13 attending members to the VII Conference and to the meetings are ratified as Council Members until 2003.

2) The absent Council members who sent papers to be presented at the VII Conference and/or communicated with the Executive/Organizing Committees will be asked by the new Executive Secretary about their continuing to belong to the Council. They are: María Ligatto, Amarnath Kshatriya and Jorge Antillón.

3) The removal of the members of the Council who did not comply with the IAC Statutes by is proposed by not communicating with the Executive/Organizing Committees during the last three years. They are: James Conrad (USA) and Ernesto Martinez (Argentina).

Voting results:

a) James Conrad: For removal: 11 Against: 2 (Halpern, Fitzgibbons)

b) Ernesto Martinez: For removal: 11 Against: 2 (Halpern, Fitzgibbons)

Halpern explained the reasons for his votes against the motions: He mentioned that the work Martínez' did in establishing and keeping the IAC webpage deserved recognition.

4) It is proposed that Gordon Aubrecht should join the Council as a member for the USA. His active participation in the last four IA-Conferences with the presentation of papers and workshops. It was also noted his work as a Physics Professor and the fact that he keeps frequent contact with the AAPT. He received the support of the two other USA representatives. The proposition received thirteen positive votes from the Council, none against.

5) To decide a site for the VIII IA-Conference, it was agreed to communicate with the Canadian members to receive feedback about the possibility of organizing the conference in their country. Simultaneously, Héctor Riveras (Mexico) and Ricardo Buzzo (Chile) will consider the possibilities of having their countries as Conference site. In all three cases, the answer has to be communicated by Dec 2000. It was stated that the Organization Committee should expect the need to obtain approximately $50,000 for the VIII Conference, in line with with the expenses incurred in mounting the VI and VII Conferences.

A new meeting will be arranged to:

1) Induct Gordon Aubrecht as US delegate and Executive Secretary, Leda Roldán as delegate of Costa Rica and María Mercedes Ayala as second delegate for Colombia. and

2) To elect a new Council President with the presence of the new three members.
